Julius Caesar 1 million Gauls alone (about 25% of the population), probably could go for 5 million as a career total plus slaves. Another Roman candidate is Scipio Aemilianus Africanus who completely wiped out the Carthaginian civilisation.

Queen Victoria, add up the Africans, Indians, etc then factor in say the massacre of the entire population of Tasmanian aborigines (not many but its an entire culture wiped out in little more than 30 years, pretty nasty).

Several Spanish and Portuguese Kings who ruled whilst South American civilisations like the Aztecs were wiped out.

George Bush Jnr and Snr together get several million from war death, starvation (5000 Iraqi kids died every month from malnutrition/bad water under sanctions from Snr), economic destruction of the 3rd world and by supporting dictators but til they both dead can't really let them in the evil club yet, they might turn good…
